Research on mine reforestation during reclamation operations has been conducted by Dr. James Burger, Virginia Tech Department of Forestry, since the Powell River Project's beginning in 1980. During the 1980s, the focus of that research was softwood timber, especially eastern Eastern white pine; in the early 1990s, Dr. Burger switched his focus to native hardwoods.
When the research began in 1980, the researcher's bias was that mined areas are "moonscapes" where it would be a challenge to get anything to grow -- that is why they started with pines. They soon learned, however, that this initial bias was in error, that mined areas have the potential to be highly productive forests.
With this fact in mind, they established 3 goals for the Powell River Project reforestation research program:
1. Bigger trees -- a resource for land owners, the environment, and the community.
2. Reduced reclamation costs -- this is a key to utilization of research results by the mine operator.
3. Regulatory compliance -- the mining operator must comply with SMCRA and the state regulatory program.
With funding and cooperation provided by Powell River Project, Pocahontas Land, Georgia Pacific, and US Office of Surface Mining, Dr. Burger and his colleagues have conducted an extensive research program that is focused on meeting these three goals. This research program has produced M.S. and Ph.D. graduates, research articles in scientific journals, and practical recommendations on reforestation for use by the coal industry.
A primary finding of that research has been that mining can improve the productivity of forest lands, when appropriate reclamation techniques are utilized. Reclamation techniques recommended by Dr. Burger include the following:

Virginia Cooperative Extenison Publication 460-123 reviews Dr. Burger's recommended reforestation guidelines. Publication 460-136 discusses the reforestation guidelines, emphasizing the perspective of landowners. Publication 460-138 reviews the economic benefits likely to occur due to increased forest productivity if Powell River Project reforestation guidelines are applied by the mining operator. Publication 460-141 reviews mine permitting procedures relevant to advanced reforestation.
Mine regulatory agencies in the states of Virginia,
West Virginia, and Kentucky have all issued guidance documents to mine
operator that are explicit in stating that reforestation guidelines
recommended
by Powell River Project are capable of meeting regualtory requirements.

research emphasis, with funding from US Department of Energy:
Development of methods for reforestation of post-SMCRA mines that have
been reclaimed and revegetated, but were not reforested, for the
purpose of sequestering atmospheric carbon and producing
marketable wood products.
